Shepherds and Wolves — The Church Layer

The Question

How did self-ordained messengers of the Word — people who claim divine authority to shepherd their flocks — allow a man with nine criminal convictions into positions of power over the most vulnerable children in Detroit?

This is not an attack on faith. It is not an attack on the Black church. It is not an attack on Pentecostal tradition.

It is a question the congregations themselves deserve to have answered by the leaders who made these decisions in their name.

What Happened

The Endorsement

From Ballotpedia, Banks’ list of political endorsers included:

“Bishop J. Drew Sheard, Greater Emmanuel Institutional COGIC”

Bishop Sheard is not a fringe figure. He is the head of the entire Church of God in Christ — a denomination with 6.5 million members and 12,000+ congregations across the United States. When he endorsed Brian Banks, he put the weight of the largest Black Pentecostal denomination behind a man with six felony convictions.

Sheard’s congregation at Greater Emmanuel was never asked. The 6.5 million COGIC members were never consulted. A shepherd endorsed a wolf, and the flock was not told why.

The Authorization

Bishop Corletta Vaughn sat on the DPSCD Board that authorized Purpose Charter Academy — a school run by a 9-time convicted felon with a fake J.D., where a sitting judge chairs the board and an Assistant Attorney General serves as Vice Chair.

Vaughn’s “bishop” title was conferred in Nigeria in 1995 by Archbishop Benson Idahosa of the Church of God Mission. She was raised COGIC but left because COGIC does not ordain women as pastors or bishops. She founded her own network — Go Tell It Evangelistic Ministry Worldwide — and claims oversight of 70+ churches.

She used her position on the school board — the elected, secular, taxpayer-funded position — to authorize schools for a convicted felon. She was at his events. She posted support on social media. And when it came time for accountability, she was disqualified from reelection for $950 owed to Wayne County — the county run by Eric Sabree, whose children sit on the network’s courts.

The Church Entities

Banks doesn’t just benefit from church endorsements. He controls church entities:

Banks is an officer or director of both entities. Religious nonprofits receive tax exemptions and face minimal reporting requirements. They are the least transparent entities in his portfolio — and the least scrutinized.

What the Congregations Don’t Know

The members of Greater Emmanuel COGIC — Bishop Sheard’s church — likely do not know that their bishop endorsed a man who:

• Has 9 criminal convictions including 6 felonies (fraud, forgery, uttering & publishing)
• Claims a J.D. from MSU College of Law but has never been admitted to any bar
• Runs two charter schools where 3% of students can do grade-level math
• Extracts 72.67% of school revenue through a shell management company
• Is the nephew of a BMF defendant in the largest federal drug conspiracy case in Detroit history
• Was investigated by the FBI in a wiretap of a bribery scheme
• Had a legislative aide accuse him of sexual harassment (state paid $97K to settle)

The members of Holy Ghost Cathedral — Bishop Vaughn’s church — likely do not know that their bishop authorized a charter school for this man while sitting on a taxpayer-funded school board, attended his events, and then took a position on the DPSCD board without disclosing these relationships.

The congregations were never told. The lambs were never warned.

A Note on Faith

This analysis does not question whether God calls women to ministry. It does not question whether self-ordination or independent consecration is valid. It does not question the sincerity of anyone’s faith.

It questions judgment. It questions accountability. It questions whether leaders who claim the authority to guide their flocks toward righteousness exercised even the most basic discernment before endorsing and empowering a man whose public criminal record was available to anyone who looked.

The children in Banks’ schools are disproportionately from the same communities these churches serve. Many of their families sit in these pews on Sunday. They trust their shepherds to protect them — not to hand them to wolves.

“Beware of false prophets, who come to you in sheep’s clothing, but inwardly they are ravenous wolves. You will know them by their fruits.” — Matthew 7:15-16

The fruit is 3% math proficiency. The fruit is $4.9 million in public money flowing through shell entities. The fruit is fake credentials on school websites. The fruit is an investigation killed in 2 hours and 24 minutes.

The congregations of Greater Emmanuel, Holy Ghost Cathedral, and every church whose leadership endorsed or enabled Brian Banks have the right to know what was done in their name — and to hold their shepherds accountable.

What the Congregations Can Do

1. Ask your pastor directly: Did you or our church endorse Brian Banks? Why? Did you know about his criminal record?
2. Review your church’s political endorsements: Who else has been endorsed from your pulpit without your knowledge?
3. Request transparency: If your bishop sits on a public school board, ask them to disclose all relationships with charter school operators.
4. Protect the children: If your church partners with Purpose Charter Academy or MacDowell Preparatory Academy, ask what due diligence was performed.
5. Demand accountability: Shepherds who fail to protect the flock should answer to the flock — not hide behind titles.
