The Conflict of Interest

Shulman’s own LinkedIn profile contains this endorsement:

“Terry’s personal work as a recovering theft addict combined with his training as a therapist and an attorney give him a rare perspective.”

His professional model IS his testimony. His entire practice — the Shulman Center for Compulsive Theft, Spending & Hoarding — is built on the premise that theft offenders aren’t “really” dishonest. Theft is addiction, not character. That’s his therapeutic framework, his business model, and his revenue stream.

When Shulman testifies that Banks is “not dishonest as a matter of character,” he isn’t making an objective clinical assessment. He’s applying his standard framework — the same framework he applies to every theft client. It’s his business model testifying for his business model.

What the Record Shows

In TCR 22-12, the department objected to Banks’ certification. The Attorney General’s office argued against it. Administrative Law Judge Rice overruled them — based in part on Shulman’s testimony and Dr. Michele Leno’s PTSD assessment.
